The mods at Operation Sports already locked the post that mentioned the 2010 Promise list and this blog, pointing to the 2010 wish list. A private message was sent to them to clarify that this list is only of features not working in 2009 that have been promised to be working in 2010.
The wish lists are longer lists that also include new features. For example, the 2010 wish list at Operation Sports includes a request that players on the bench wear warm up pants. While that may be a nice touch, it doesn't have to do with basic game play and it isn't a missing feature or problem with a current feature.
This list is a helpful reminder to the development team of what didn't work, what promises they made as far as fixes, and a reminder to gamers of what should be working in 2010 before they buy. Hopefully community people will also check these issues on community day to make sure they have been fixed in 2010.
This was created as a blog rather than as a forum post on any site so mods couldn't nix the list.

Fast Breaks
Issue 2: Fast breaks.
The CPU doesn't correctly run fast breaks. CPU teams rarely, if ever, fast break.

Players Recovery from IR
Here is the first issue on the NBA Live 2010 Promise List: Players injured in the course of a dynasty or season don't return to the active roster when they recover. The result of this is that players disappear from the league, in essence, because they are forever on the IR. People have to play a dynasty/season with injuries disabled.
The EA developers reacted to the issue in a way that showed they are concerned for the experience people have when playing the game. They unlocked injury status in the 365 updates so people could place injured players in active roster spots before starting a dynasty. That gives people a workaround, which when added to turning off injuries, makes dynasties and seasons playable in the sense that superstars won't drop off the face of the basketball world. Some developers have promised that the issue will be fixed in the 2010 game:

This year, both EA and 2K have come out with exceptional basketball games. I'm playing and enjoying both, and have issues with both.
There are a number of issues in NBA 2009 that for whatever reasons made it through in the release, and were not fixed in the patch, but some of the development team have promised that they will be "fixed next year."
That prompted the creation of the Promise List - a list of fixes that have been promised or that address issues with basic game functions and that must be in the 2010 game, and must be shown to be in the game, before purchase. The hope is that other people will make the commitment:
- Gamers to not buy the game until the elements on the promise list have been shown to be addressed in the new game.
- Community leaders who attend the community day check these issues to make certain they have been fixed, and report on the status of these items.
- The game developers to keep these promises - to address these issues. Also to make sure no similar new issues pop up in the game.
- Reviewers to keep these issues in mind when evaluating the game.
This is not meant to be negative. One game developer mentioned on a forum that a certain issue had not been discovered by gamers until after the patch was released. So this list serves as a reminder of issues that have been found so that they don't drop through the cracks.
Now the task is for people to comment with other issues that can be on the list. Keep in mind this isn't an all inclusive wish list for 2010, other sites do that well. This is a list of current issues with NBA Live 2009 that:
